In preparation to remove `DistancedHitObjectComposer`, split off `IPositionSnapProvider` from `IDistanceSnapProvider`. `DistancedHitObjectComposer` was not touching `IPositionSnapProvider`'s only interface member at all, it was just forwarding it for subclasses to override to their own leisure.
