• Allow specifying LengthLimit on form text boxes (#37927)

  Will come in handy for stuff like the multiplayer match creation screen.

• Fix border showing for inner text boxes incorrectly

  I turned masking back on on these for better visuals (text masking
  aligns with rest of elements) but turns out this implicitly makes
  borders draw.
