format_srt_time uses a comma as the delimiter between seconds and milliseconds while _subtitles_timecode uses a dot. All .srt examples I found on the Internet uses a comma, so I use a comma in the merged version. A common routine is implemented in utils.py and can be used via --convert-subtitles.

In verbose mode, '#' is interpreted as the start of a comment.
This function is used only in SohuIE, which is updated to use a new extraction logic.
The original extraction logic always fails for all test videos
