• Rename UsingClosestAnchor

  It is now "OverridesClosestAnchor". The logic is inverted accordingly.

• Add UsingClosestAnchor to ISkinnableDrawable

  Also implement it as an auto property in its inheritors.
  The auto properties default to true.
